Indian Point Radiation Protection Oversight Committee Report to the Vice President, Nuclear Power for February 1986 The Comittee met at Indian Point on February 19, 1986. The major Committee activities included:

1.

Report from the Committee's Radiological Assessor 2.

Discussion of the Transition of Oversight Function to the RSSC 3.

Discussion with:

Nick Luzzo 4.

Plant Tour by T. Peterson (Feb. 20, 1986)

Committee Findings and Recommendations:

1.

The Comittee members discussed with Peter Freudenthal the proposed new organization and proposed modus operandi of Con Edison's Radiation Safety sub-Committee. The Committee agreed to hold a joint meeting with the new RSSC on March 27, 1986.

2.

Based on its discussion of recent event where there was concern about the control of access to a high radiation area, the Committee recommends that Con Edison strengthen access control procedures to ensure that when a person is assigned to guard the access to a High Radiation area, he not be assigned any collateral duties.

3.

The Committee reviewed the outage exposure tracking report, and was surprised at the general discrepancy between TLD and self-reading dosimeter results.

a.

We recomend that more attention be focussed on understanding the causes of the generalized discrepancy.

b.

The Committee recommends that the dosimetry group consider closer liasion with the Rad. Engineering and Rad. Protection groups to develop a better understanding of the causes of systematic dosimeter discrepancies like those seen for the steam generator man-way stud renoval work.

c.

When investigation determines that the reading of the dosimeter-of-record is not valid, detailed documentation should be provided to uupport that conclusion and the validity of the substitute dose assigned.
