APPENDIX A NOTICE OF VIOLATION Portland General Electric Company Docket No. 50-344 Trojan Nuclear Plant License No. NPF-1 As.a result of the inspection conducted on April 18-21, 1988, and in accordance with the "General Policy and Procedures for NRC Enforcement Actions," 10 CFR 50, Part 2, Appendix C (1987), the fo]Iowing. violation was identified.

A. Amendment No. 22 to Facility Operating License No. NPF-1 required the installation of early warning fire detectors over the radwaste storage ,

area, new fuel storage area, and the spent fuel pool storage area of the 93 foot elevation of the Fuel Building by the end of 1979 refueling outage.

Contrary to the above, as of April 20, 1988, the required fire detectors for the radwaste storage area, the new fuel storage area, and spent fuel pool storage area, of the 93 foot elevation of the Fuel Building were not installed. No fire detectors were installed to provide the required early warning capability.

This is considered a Severity Level IV violation (Supplement 1. D).

Pursuant to the provisions of 10 CFR 2.201, Portland General Electric Company is hereby required to submit a written statement or explanation to the U.S.

Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555 with a copy to the Regional Administrator, Region V, within 30 days of.

the date of the letter transmitting this Notice. This reply should be clearly marked as a "Rcoly to e Notice of Violation and should include for each violation: (1) the reason for the violation if admitted, (2) the co"rective steps that have been taken and the results achieved, (3) the corrective steps

+ hat will be taken to avoid further violations, and (4) the date when full compliance will be achieved. If an adequate reply is not received,within the time specified in this Notice, an order may be issued to show car.se why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken. Consideration may be given to exterrting the response time for good cause shown.
