g=Rv4C=3 May 31, 1988 Docket Nos. 50-277 50-278 Mr. Robert M. Gallo, Chief Operations Branch Division of Reactor Safety Region I U.S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington, D.C. 20555

SUBJECT:

Request for Additional Information dated April 29, 1988, regarding Peach Bottom ,

l Examination Report No. 50-277 and 50-278/88-06

Dear Mr. Gallo:

This letter responds to your letter dated April 29, 1988, requesting information regarding the training of plant operators and operator candidates on changes to plant procedures.

Your request is restated below:

"During the examination process it was determined that several procedures had been revised, added, and/or deleted and that some of these procedure changes were not submitted as part of the examination preparation package. The Chief Examiner requested that the facility determine if plant operators and operator candidates have been or will be trained on these changes." l

[

Since the physical plant and procedures are subject to constant change and revision, some of the examination preparation materials supplied to the NRC examiners ninety days prior to the scheduled exam will become outdated. Additionally, the time between the exam and actual licensing of operators permits more inforraation to become outdated. In order to assure that newly licensed operators assume their shift duties with a current knowledge and understanding of the plant procedures and modifications, the Peach Bottom Training Division administers a special upgrade class which addresses these changes. i Mr. Robert M. Gallo May 31, 1988 Page 2 training is completed prior to an operator's assignment to a licensed position. Upon completion of the upgrade training, the newly licensed operators become enrolled in the Licensed Requalification Training Program which all shift operators are required to attend every six weeks. Requalification training continually updates the operators on further modifications and procedure changes. When significant modifications or procedure changes are made, these revisions are promptly discussed with the operators during shift meetings, in addition to being addressed by Requalification Training.

The two operators whose examination results were reported by your letter dated April 29, 1988 received their upgrade training on April 22, 1988. Supporting documentation of this training is available for your inspection.
