On July 29, 1988, the NRC staff issued a Safety Evaluation Report on Revision 0 of the Seismic Qualification Utility Group (SQUG) Generic Implementation Procedure (GIP) for Seismic Verification of Nuclear Plant Equipment.
The SER was transmitted by a letter to SQUG and requested that each SQUG member utility provide within 60 days a schedule for implementing the GIP.
By letter dated August 19, 1988 to Mr. L. C. Shao of the NRC, SQUG clarified that the sixty days would expire on October 7, 1988.
This letter transmits the Georgia Power Company (GPC) seismic verification plans for Plant Hatch, consistent with the requirements of Generic letter 87-02, "Verification of Seismic Adequacy of Mechanical and Electrical Equipment in Operating Reactors, Unresolved Safety Issue (USI) A-46."
GPC has elected for Plant Hatch Unit I with NRC's concurrence, documented in meeting minutes, to combine the seismic margins program (SMA) and the resolution of the USI A-46 program.
The SMA program is the application of the NRC approved methodology as presented in the document entitled "A
Methodology for Assossment of Nuclear Power Plant Seismic Margins,"
EPRI Report NP
- 6041, September 1988.
According to our understanding, the NRC staff will review the Plant Hatch Unit 1 SMA results.
The schedule for the SMA program requires that Plant Hatch Unit 1 perform the necessary walkdown this fall.
In reviewing the USI A-46
- program, i.e.,
the SQUG methodology, GPC determined that portions of the methodology are very similar to that of SMA program.
Thus, to save time and reduce NRC's review time, GPC has combined both SMA and USI A-46 l@f i

The USI A-46 walkdown for Plant Hatch Unit 1 this fall will use the available information relative to both these programs.
For the USI A-46 program, this information includes the GIP, Rev. O including the SQUG responses to the NRC SER in the SQUG 1etter to Mr.
L.

Shao to be transmitted by SQUG by September 30, 1988, and the draf ts that relate to the GIP, Rev. I and 2.
The areas addressed in the Rev. I and 2 to the GIP are given later in this letter.
GPC wi;l not perform a SHA program for Plant Hatch Unit 2 but will resolve the USI A-46 issue.
GPC plans for Plant Hatch Unit 2 tentatively call for using the final GIP af ter approval by the NRC and resolution of outstanding issues.
The details of this overall approach relating to Plant Hatch Units 1 and 2 are presented in this letter.
The NRC SER endorsts the methodology and criteria embodied in Revision 0 of the GIP, subject to satisfactory resolution of some open issues.
Action by SQUG and its contractors is underway to resolve the identified open issues and comments in accordance with the schedule presented at the August 10, 1988 and August 11, 1988 meeting with the NRC staff and included with the SQUG letter to Mr. L. C. Shao dated August 19, 1988.
Good progress is being made and the SQUG schedule projects completion of Revision 1 of the GIP in November 1988 and Revision 2 in April 1989. These Revisions of the GIP will contain all of the information l
needed to implement the USI A-46 and Generic Letter 87-02 at SQUG member plants.
l for Plant Hatch Unit 1, GPC will implement the GIP, Rev. O and the I
draf ts of Rev. I and 2 to the extent possible.
However, this work is l
necessarily preliminary given the current status of the Rev. I and 2 of the GIP.
The latest draf ts of the GIP, Rev. I and 2 for evaluation of tanks, heat exchangers, and relays will be used as guidance during the USI A-46 walkdown of Unit i equipment in the Fall of 1988.
This effort will satisfy USI A-46 exclusive of cable and conduit raceway systems.
Except for cable and conduit raceways systems, GPC is not planning additional equipment walkdown or analyses following the final SER supplements on the GIP, Rev. I and 2.
Any significant deviations from the presently available revisions of the GIP utilized during the evaluation for Unit 1 will be documented.
The Plant Hatch Unit I walkdown will be completed by December 1988.
A letter will be sent to the NRC documenting the status of the fall 1988 walkdown and subsequent outlier evaluations by July 1989.

r Georgialher d U. S. Nuclear Regulatory Commission September 28, 1988 Page Three GPC currently plans to resolve USI A-46 for Plant Hatch Unit 2 by implementation of the final GIP after approval by the NRC and resolution of the outstanding issues.
Assuming that there aru no major changes in the workscope currently envision for resolution, the plant walkdown associated with this issue can be undertaken by the end of the second refueling outage after receipt of the final SER supplement.
If the final NRC SER Supplement with no significant changes to the GIP, Rev. O and the draft Rev. I and 2 is issued by the second quarter of 1989, then the plant walkdown at Plant Hatch Unit 2 is expected to be completed by about Adgust 1991.
Identification of safe shutdown equipment and other tasks necessary to prepare for the walkdown will be initiated prior to the conclusion of the second refueling outage after the receipt of the final SER supplement.
GPC will integrate the resolution of USI A-46 and the seismic margins

program with the resolution of other related seismic issues.
Further, GPC plans to assess the results of the SMA and USI A-46 programs for Unit 1 to determine if a reduced scope program can be implemented for Unit 2 to satisfactorily resolve USI A-46.
GPC will advise you in writing of any significant changes in our implementation plans and schedules.
