Normetex Pump High Discharge Pressure System - Effective Date Change

Dear Dr. Paperiello:

In Reference 1, the United States Enrichment Corporation (USEC) submitted a Certificate Amendment Request (CAR) to revise the PGDP Technical Safety Requirements (TSRs) and Safety Analysis Report (SAR) related to the Normetex pump high discharge pressure system. A commitment to provide this amendment request was made in USEC's August 28,1998, Request for Enforcement Discretion related to potential concems with exceeding the Normetex pump discharge bellows pressure safety limit of 45 psia (Reference 2). As noted in Reference 1, PGDP has implemented compensatory measures which will remain in effect until the subject Certificate Amendment Request is approved and implemented. These compensatory measures were also noted as conditions of the Notices of Enforcement Discretion (Reference 3 and 4). USEC requests that the Certificate Amendment become effective five (5) days from issuance rather than the originally j

requested 15 days. This earlier time frame for implementation will provide for greater plant g

operational flexibility and significantly reduce operational costs for which there is no corresponding enhancement to safety.
