Dear Mr. Calvo:
Pursuant to NRC acceptance provided in Reference 1, Public Service Company of Colorado has implemented the re<ised PCRV tendon surveillance plan as proposed in Reference 2.
To provide continuity with the previous interim surveillance program, the start date of the revised plan has been established retroactively as July 21, 1988.
Therefore, the first twelve (12)-month revised program report to the NRC is due approximately July 21, 1989, with subsequent reports due every twelve months thereafter.
Concerning your request for additional information as outlined in of Reference 1, we agree that these types of evaluation 6p l could serve as a basis for further reductions in the tendon program surveillance intervals.
It must be recognized, however, that these types of evaluations represent a significant effort.

~P-88342 Page 2 September 27, 1988 the future of Fort St. Vrain, we believe it would be beneficial to dedicate such an effort if in fact continued nuclear operations appears to be viable.-
Given the uncertainty in the operational aspects, we would request that we delay the decision to conduct these evaluations until early 1989 when our future will be better defined.
In the interim, the annual PCRV tendon surveillance program will provide more than adequate assurance that the PCRV. structural integrity is within the design basis.
