Dear Mr. Butler:

We are writing at this time to apprise you of our plans to update our Final Safety Analysis Report (FSAR) commitment for the ASME Section XI Code edition to be in effect during the Unit 2 preservice inspection.

Pursuant to the provisions of 10CFR50.55a(g)(2), the editions and addenda of ASME Section XI that are permitted for preservice inspection include all those through that edition referenced in paragraph (b) of Section 50.55a, subject to the limitations and modifications identified therein.

It is our intention that the Unit 2 preservice inspection program for the reactor pressure vessel, Class 1, 2 and 3 piping systems, their supports and the baseline operational readiness testing of safety related pumps and valves, meet the requirements set forth in the 1980 Edition of ASME Section XI including the Addenda through Winter 1981.

Although paragraph (b) of Section 50.55a presently references the 1983 Edition of ASME Section XI including the Addenda through Summer 1983, Section 50.55a(g)(4) specifically exempts preservice inspection from the requirement to update to the latest NRC approved edition and addenda of ASME Section XI.

Our selection of the 1980 Edition for the Unit 2 preservice inspection arises from our desire to be consistent with the ASME Section XI Code in effect for the Inservice Inspection program for Unit 1.

This will allow the use of the same NDE procedures and specifications for both units, thus reducing the potential for error and confusion.
