HOTOR-0PERATED VALVE COMMON HODE FAILURES DURING PLANT TRANSIENTS DUE TO IMPROPER SHITCH SETTINGS This letter requests an extension to the response time given in your letter of April 27, 1988 for responding to IE Bulletin (IEB) 85-03, Supplement 1, and corrects a previous response.
Supplement I requests licensees to review and document the design basis for the operation of motor operated valves originally excluded by 10CFR50.55a(g) or not considered susceptible to inadvertent operation prior to or during an event. The licensee is to submit a report on its findings to the NRC within 30 days of receipt of Supplement 1.
Boston Edison Company (BECo) originally responded to IEB 85-03 as part of and in concert with the Boiling Hater Reactor Owners' Group (BWROG), and endorsed the BWROG report to the NRC.
BECo intends to participate in the current BWROG Supplement 1 effort.
Such participation requires that our plant-specific report be submitted 60 days following the BWROC report's submittal to the NRC.
Based on the current BWROG schedule, our forecast submittal date is September 13, 1988.
BECo responded May 6, 1988 to your March 25, 1988 questions on IEB 85-03. Our answer to question 1 incorrectly states that H0-2301-10 is upstream of restricting orifice R0-2301-59.
In fact, both M0-2301-10 and MO-2301-15 are downstream of the restricting orifice. H0V-2301-15 is a redundant closed valve in the test return line to the condensate storage tank.
