In a TVA letter dated February 26, 1988, TVA requested NRC's concurrence to  :

discontinue use of restart criteria for SQN unit 2 based on the status of the  !

restart efforts of TVA and review efforts of NRC. TVA stated that use of restart criteria for unit I would continue until a similar point in the unit 1 l restart efforts was reached, NRC provided concurrence with this plan by letter dated Maren 11, 1988.

The purpose of this letter is to inform NRC that a similar point in the restart efforts of unit I has now been reached. Completion of restart activity and documentation closure onsite is nearing completion, the staff has issued the SQN Nuclear Performance Plan preliminary safety evaluation for unit I that closes the majority of the restart issues, and nonnuclear heatup of the SQN unit I plant after three years in cold shutdown has been accomplished demonstrating station readiness to resume power operation. On this basis, TVA requests NRC concurrence to discontinue use of restart criteria for SQN unit 1. All items previously ident' fled as items requiring resolution before unit I restart will remain restart items.
