RADIATION PROTECTION MANAGER (RPM) Qualifications On March 6, 1986, Mr. Blaine Murray, Region IV, met with Texas Utilities Electric Company (TUEC) representatives Messrs. R. A. Jones, B. W. Braswell, and B. T. Lancaster to discuss qualification criteria for the RPM position.

1 Mr. Lancaster, the present RPM, notified Region IV via telephone on February 27, 1986, that effective March 1, 1986, he would be the new Administrative Superintendent and that Mr. Eric Schmidt, Staff Chemist, would be designated as the new RPM. During the February 27 phone conversation with Mr. Lancaster, we inquired as to whether Mr. Schmidt's qualifications satisfied NRC Regulatory Guide 1.8-1975 recommendations regarding the RPM position. As a result of the February 27 phone conversation, TUEC requested that a meeting be held on March 6 to further discuss our concerns. Based on the information TUEC provided during the meeting, it is our opinion that Mr. Schmidt does not 't meet the minimum qualification requirements for the RPM position. The following is a brief summary of Regulatory Guide 1.8 recommendations and Mr. Schmidt's qualifications:

1. Regulatory Guide 1.8 Recommendations Should be an experienced professional in applied radiation protection at nuclear facilities dealing with radiation protection problems.

  • Should have technical competence to direct the work of professionals, technicians, and journeyman required to implement the radiation protection program.

Should have at least 5 years of professional experience in applied radiation protection.

At least 3 years of professional experience should be in applied radiation protection work at a nuclear power reactor.

3 years Texas Utilities Electric Chemistry, radiochemistry and Company counting room activities During the meeting, TUEC representatives stated that, to their knowledge, Mr. Schmidt has never worked as a health physicist nor does he have any experience in the area of applied radiation protection.

In summary, Mr. Schmidt does not meet the minimum qualification requirements for the RPM position. It is our understanding that NRR will take the lead role to convey our concerns to the applicant and assure that the necessary action is taken to resolve this matter.
