' ORGANIZATION: Nuclear Management and Resources Council (NUMARC)
SUBJECT:
MEETING SUWARY - NEETING ON SEPTEMBER 15, 1988 ON STATION i
BLACK 0UTISSUES(TAC 40577) l
neeting held on July 28, 1988 (see reference (3)), and in accordance with l
reference (2). The purpose of the necting was to specifically provide staff l
i concents and hold discussion with NUMARC on the draft generic response for use i
by licensees, and draft Appendix F to NUMARC-8700. Before the meeting, staff l
contrents were transmitted to NUMARC by reference (1).
The steff stated that administrative 1y, implementation of the station blackout rule (10 CFR S0.63) is now addressed by NRR under Multi-plant Action MPA i
A-22.
The predecessor to MPA A-22. USI A-44, was considered resolved with issuance of the revised 10 CFR 50.63. The staff also requested NUMARC to l
identify all future correspondence with the designation "TAC 40577".
The raterial in reference (1), containing the staff's contrents, was used in I
the discussion. NUMARC provided written counter-proposals to staff consents (Enclosures 3). At the conclusion of the neeting, participants agreed that the docurents identified in Reference (1) have been sufficiently revised l
that they can be retyped by NUMARC and submitted fortr, ally as final drafts on i
er around September 19, 1988.
l l is a copy of the attendee sign-in sheet. Enclosure 2 is the l
neeting agenda. Participants have agreed to meet again on September 22, 1988 to address about 150 qJestions raised by various utilities during NUMARC's I
l station blackout training sessions.
