POTENTIAL FAILURE OF FIRE EXTItGUISHER HOSE i

t The attached draft of a proposed NRC Information Notice is transmitted to you for your review and action.

We believe that the condition described in the attached draft is important to nuclear plant fire brigades and is generic in nature, in that the subject portable fire extinguishers are likely~to be in common use in nuclear plants nationwide.

ThNAnsulahnouncement(attached)regardedthepotentialfailureoftwohose models, the EX-607 and EX-589 for fire 1 extinguishing equipment was forwarded to us from a Region III resident inspector (Braidwood).

It is our understanding tht the EX-607 hose is manufactured by Uniroyal and the EX-589 hose by Goodyear.

Th:ese hoses are used in other portable fire extinguishers such as those manufactured by Badger Fire Equipment Company and by' General Fire Equipment Company. The attached draft Information Notice has been developed to inform licensees of this potential problem.

FIRE EXTINGUISHER NOTICE:

HOSE MAY RUPTURE DURING OPERATION IN A FIRE EMERGENCY Addressees:

All nuclear power reactor. facilities holding an operating license (OL) or a construction permit (CP), research and test reactor licensees, fuel cycle

licensees, and material licensees.

Purpose:

This Information Notice is to alert licensees of an announcement made by Ansul Fire Equipment Company in the January 1986 Fire Journal, published by the National Fire Protection Association, regarding the potential fcilure of-EX-607 and EX-589 model hoses on Ansul fire extinguishing equipment. The EX-607 and EX-589 hoses are manufactured by Uniroyal and Goodyear, respectively.

It is expected that licensees will review the information for applicability to their facilities and consider actions, if appropriate, to preclude use of these potentially defective' fire extinguisher hoses.

It is our understanding that these hoses are used by at least two other companies, Badger and General Fire Equipment Companies. Suggestions contained in this notice do not constitute NRC requirements;.therefore, no specific action or response is required.

DRAFT Description of Circumstances:

The Ansul announcement indicated that a small number of Underwriter Laboratories listed fire extinguisher hoses, Model Number EX-607 (manufactured I

by Uniroyal), have failed. These are used on Ansul Red Line cartridge-operated hand-held portable types; wheeled extinguishers; stationary units; and hoses-l provided as replacement for Ansul Red Line equipment. Ansul emphasized that the EX-607 hose may rupture during operation rendering the unit inoperable i

and possibly causing injury to the person using the fire extinguisher.

The Ansul announcement also warned that in a few instances the hose coupling on certain model EX-589 extinguisher hoses (manufactured by Goodyear) had separated from the hose.

It is believed that this extinguisher hose type is also used with the portable hand-held cartridge-operated extinguishers, wheeled extinguishers, and stationary extinguishers. Badger and General Fire Equipment Companies also supply fire extinguishers using these type hoses.

Ansul has initiated a program (free of charge) to replace the EX-607 and EX-589 hoses. No information is available on programs that may have been

initiated by Badger or General Fire Equipment Companies.

No specific action or written response is required to this Infonnation Notice.
