Mr. Chairman, the Sunshine in Government 12 Act requires that the Commission vote to hold this matter on 13 less than one weeks notice.

The document bef ore the 19 Commission is a Commission Order on Seabrook, a partial M
decision on financial issues.
The Commission is being asked 21 to act on an order which addresses the requirements, prior 22 to low power operation, for assuring the availa'oility of M
decommissioning funds for Seabrook Unit 1.
24 The Commission, with all Commissioners agreeing, 25 have approved the order which is attached to the memorandum

we forwarded today which requires the applicants for c
2 Seabrook Nuclear Station Unit 1 to provide the Commission, 3
within 30 days of the date of this order, adequate 4
documentation of their plan and appropriate commitments 5
under the plan to provide reasonable assurance that adequate 6
funding for decommissioning will be available in the event 7
that low power operations have occurred and a full power 8
license is not granted for Seabrook Unit 1.
The order also 9
sets the schedule and the scope for the parties wishing to 10 challenge the applicant's filing.
11 Chairman Zech has approved the order, but he is 12 on official travel and is thus unable to be present at this 13 affirmation.
14 In the matter of the certified petition for waiver 15 of certain aspects of its financial qualification rules and 16 other financial qualification issues addressed in ALAB-895, 17 the Commission has not yet completed its deliberation.
