(b) W.E. Morgan Letter To A.B. Davis Dated l

April 8, 1988 j

Dear Mr. Davis i

The above referenced (a) NRC Bulletin requested that holders of operating licenses or construction permits for Westinghouse (W)-designed I

nuclear power reactors with steam generators having carbon steel support plates implement actions specified within the bulletin to minimise the potential for a steam generstor tube rupture event caused by a rapidly propagating fatigue crack sach as occurred at North Anna Unit 1 on Jul'+ 15, t

1987.

Referenced letter (b) provided Commonwealth Edisons original response j

to the subject bulletin.

i i

l The following attachment provides supplemental information concerning l

l Zion Units 1 and 2 evaluation for tube vibration induced fatigue.

i The attached report concludes that "Zion tubes remaining in service are not espected to be susceptible to fatigue rupture at the top support plate in a manner similar to the rupture that occurred at North Anna 1.

Therefore, J

no modification, preventive plugging or other measures to preclude such an event is necessary." Based on this conclusion this completeo actions required I

as part of HRC Bulletin 88-02.

I i

l Upon completion of the NRC staff review and approval of the attached d

report, the enhanced leakage monitoring program implemented at Zion Station will be discontinued.
