STAFF REQUIREMENTS - PERIODIC BRIEFING BY REGIONAL ADMINISTRATORS, 10:00 A.M.,

WEDNESDAY, MARCH 19, 1986, COMMISSIONERS' CONFERENCE ROOM, D.C. OFFICE (OPEN TO PUBLIC ATTENDANCE)

The Commission was briefed by the staff and regional adminis-trators from Regions I and V.

Chairman Palladino, noting that the staff has recently proposed major revisions to plant technical specifications (tech specs),

asked the staff to advise him as to how the tech spec changes would impact on' activities of all of the regions.

Ccemissioner Zech requested information from the staff on the threshold used by the regions to determine when to send an A

augmented team to a plant to investigate an event or plant performance.

He also requested the regional adninistrators to provide.him the performance indicators they use to monitor a plant's performance.

(The EDO promised responses to the above requirements at the Commission meeting with regional administrators from Regions II, III, and IV, scheduled for Wednesday, March 26, 1986.)

Commissioner Bernthal requested that the staff and OGC study and report back to the Commission on the conflict of interest aspects of employment by state public utility commissions of former NRC employees whose duties with NRC regional offices included regulation of plants located in the employing PUC's state.

Commissioner Asselstine suggested that the staff should compare the results of regional team inspection findings to those of INPO for plants inspected.
