SUBJECT:
INCREASED TELEPHONE USAGE COSTS Many changes have occurred and are occurring which affect the use and operation of all forms of communications since January 1,1984. The cause for these changes is a court decision which decreed the breakup of the American Telephone and Telegraph Co. (AT&T). This decree is better known as the AT&T Divestiture. Many of you have already noticed the proliferation of comunications companies and the various alternative methods of doing business which have become available. Another change C
that has become apparent includes the billing for services previously provided as part of the basic monthly service charge. These costs can be summarized as follows:

Long Distance Infonnation Calls 504 50c 50c In addition to the above changes, there continues to be a Message L' nit charge for local calls at 10 cents each in Maryland and the District as well as many local jurisdictions.
FTS usage now costs about 30 cents per minute with no cost applicable to calls made between 5 P.M. and 8 A.M. on weekdays and no charge for weekend calls. Beginning on October 1,1984 (the beginning of the new Fiscal Year), all FTS calls will incur ~a cost to the NRC based on time of day, duration OT call, distance over which call was made and day of the week call was placed.

.i 2-Telephone costs have risen measurably in the recent past and will continue to rise for the foreseeable future. Various cost cutting measures are currently being investigated without degrading services being provided.
In the meantime each employee should be aware of some telephone practices which can conserve agency funds while allowing business to proceed:

Make notes of numbers frequently called and only use directory assisted calls when absolutely necessary.
2.
Don't keep FTS lines accessed for extended periods when no data is being passed.
3.
Promptly inform the Telecommunications Branch of services or items of equipment which are no longer needed.
4.
Where FTS service is available, connercial long distance calls should not be placed unless the call is of an urgent or emergency nature and all reasonable efforts to complete the call through the FTS Intercity service have failed.
5.
Utilize the "800" WATS telephone service when calling those businesses and people who have "800" WATS numbers. Maintain a listing of those frequently called.
