Dear Mr. Bowling:

In a June 10,- 1998, letter, Northeast Nuclear Energy Company (NNECO) requested a license amendment to revise the Millstone Unit 3 licensing basis related to post-accident mitigation activities, vital area access travel routes, and time. NNECO determined that the Final Safety l

Analysis Report (FSAR) description of post-accident vital area routing was out of date because the radiological control area boundary fence created an access problem on the designated routes

to the hydrogen recombiner and fuel building. The FSAR change would revise the routes to l

accommodate the fence location and allow for the time to unlock gates.

In order for the staff to complete its review of NNECO's request, the staff requires the following l

information: (1) the integrated dose for each activity, including the dose associated with the primary and alternate egress routes adjusted for decay; and (2) confirmation that the source term used to do the calculations is consistent with NUREG-0737, Item II.B.2.

This request was discussed with Dave Dodson of your staff on October 7,1998. A mutually i

I agreeable target date of November 20,1998, for your response was established. If circumstances result in the need to revise the target date, please call me at the earliest opportunity.
