The Subcomittee on Energy and the Environment continued its consideration of H.R. 6390 on June 12.
In opening, Chairman Udall (D-Ariz) indicated the Subcomittee would first consider Title IV of the bill, which deals
, ~ -
' with establishment of.a Nuclear' Safety Board (NSB), and then focus on
-amendments to the Price-Anderson Act and on nuclear waste management.
. Representative Edwards (R-0K), who proposed the NSB in H.R. S775, indicated the NSB would review licensee event reports and other possible accident precursors, then report findings to the NRC, the Congress and the public. The NRC would be required to either implement the.NSB recomendations or provide justification for not doing so.
The NSB would also evaluate the effectiveness of the NSB.
Representative Sharp (D-Ind) asked for an indication of the threshold
.O which would trigger an NSB investigation of an event.
Mr. Edwards said the NSB would _act on its own volition.
Mr. Sharp indicated he was
. concerned that there were no specific indications of the responsibi-Llities of the NSB and NRC and this could lead to inadequate evaluations of incidents.
Mr. Udall indicated his desire to have the NSB's re-sponsibilities limited to investigation of accidents.
Representative Bingham. expressed his concern that the NSB would be in constant super-i vision of the NRC and would assume some oversight responsibilities which are now assigned to the Congress. Mr. Edwards admitted that the NSB's responsibilities go beyond his original intent and that it is possible to. reduce the Board's scope.
