NOTICE OF VIOLATION AND NRC QUAD CITIES SECURITY INSPECTION

Dear Mr. Kingsley:

On September 18,1998, the NRC completed a physical security inspection at your Quad Cities

Nuclear Power Station. The enclosed report represents the results of that inspection.

Areas examined within your security program are identified in the report. Within those areas l

the inspection consisted of a selective examination of procedures and representative records,  ;

observation of performance, and interviews with staff. The objective of the inspection effort was

to determine whether activities authorized by the license were conducted safely and in

accordance with NRC requirements.

Based on the results of the inspection it appeared that one activity was not conducted in

accordance with requirements. The inspector identified, and subsequent review by personnel  !

from the Office of Nuclear Reactor Regulatory concluded, that two penetrations in a vital area i

barrier did not meet licensee security plan commitments regarding the adequacy of barrier  !

integrity and bullet-resistance. When identified at the exit interview, representatives of your

{

staff disagreed with our finding. Subsequent to the onsite exit interview, you provided us a

position that addressed Comed's contention that the barrier in question was in compliance with i

'

security plan commitments. Positions in that paper were evaluated during our in-office review

of our inspections findings . Our findings regarding that evaluation are included in Section S8.1

of the enclosed report.

Based on the findings of this inspection, the NRC has determined that one violation of NRC

requirements occurred. The violation is cited in the enclosed Notice of Violation. You are

required to respond to this letter and should follow the instructions specified in the enclosed j

Notice when preparing your response. The NRC will use your response, in part, to determine

whether further enforcement action is necessary to ensure compliance with regulatory

requirements.

Our inspection activities identified that as a result of a recent reorganization of the site contract

security organization some oversight activities that monitored officer performance had been

reduced. Plant management viewed this finding as a potential precursor of performance

problems and implemented positive actions to monitor security force performance.

Overall security functions were conducted in a fundamentally sound manner. Except for the

1.7 ding noted in this report, security activities were being properly implemented. Security

c.,uipment functioned as designed.

Areas examined, during this inspection, concern a subject matter which is exempt from

disclosure according to Part 73, Title 10, Code of Federal Regulations, Section 73.21(c)(2).

This information must be handled and protested in accordance with the provisions of 10 CFR

73.71. Consequently, our report of this inspection will not be placed in the NRC Public

Document Room.
