Dear Mr. Collins:

IES Utilities is planning a construction project at the Duane Arnold Energy Center (DAEC) that requires special security measures. Those special security measures are described in a temporary addendum to the DAEC Security Plan.

This letter transmits Security Plan Change No. 38 (SPC-38), which incorporates that temporary addendum. The addendum will be eliminated at the end of the construction project.

This change has been reviewed in accordance with the requirements of 10 CFR 50.54(p).

We have concluded that the addendum does not decrease the effectiveness of the Security Plan.

A Description and Evaluation of this change ire contained in Attachments I and 2, respectively. Attachment 3 to this letter is the temporary addendum.
