"The amendments to Part 2 allow the reculatory staff an oppertunity to consider all ratters and positions taken by other parties befere finali:ing its position on various over.tions presented during a proceeding.

The afferding of this oppcrtunity to the staff is considered appropriate in view of its duty to represent the public interest in Cecr.ission adjudicatory preceedinos and to assure the development of an adequate decisional record."
