APPENDIX _A NOTICE OF VIOLATION Nebraska Public Power District Docket No. 50-298 Cooper Nuclear Station License No. DPR-46 During an NRC inspection conducted on January 21-24, 1986, a violation of NRC requirements was identified. The violation involved failure to submit revisions to the emergency plan implementing procedures (EPIP) within the times frame required. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:
Failure to Submit Revisions to Emergency Plan Implementing Procedures in a Timely Manner 10 CFR 50, Appendix E., requires that changes to the Emergency Plan and Procedurcs shall be submitted to the NRC within 30 days of such changes.
Contrary to the above, twelve procedures that were revised and implemented, during the period August 27 to September 26, 1985, were not submitted to the NRC within the required 30 days after the revisions were effective.
This is a Severity Level V violation (Supplement VIII) (50-298/8604-01).
Pursuant to the provisions of 10 CFR 2.201, Nebraska Public Power District is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation: (1) the reason for the violations if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
