Three Mile Island Nuclear Station, Unit 2 (TMI-2)

Operating License No. DPR-73 Docket No. 50-320 Inspection Report 85-13 The NRC Inspection Report 50-320/85-13 of January 14, 1986, requested GPU Nuclear to explain how changes to equipment and procedures are identified and how operators are informed of such changes. The information provided below addresses the mechanism by which GPU Nuclear provides timely training and distribution or information pertaining to system, procedure, and programmatic changes.

Procedures and other documents that may have a significant impact on plant operations are reviewed by the Manager, THI-2 Plant Operations or his designee to determine their applicability to plant operations personnel. Upon determining applicability, the documents are placed in the Control Room Required Reading Book per TMI-2 Procedure 4210-ADM-3000.01, " Implementation of Control Room Required Reading Book." This procedure establishes two categories of required reading, those changes that must be reviewed prior to assuming shift and those required to be reviewed within 30 days.

Safety Evaluation Reports (SERs), Technical Evaluation Reports (TERs), System Descriptions (SDs) and equipment / system changes are reviewed by the Training Department to determine an arr=priate course of action. Based upon this review, the Training Department may initiate one of the following courses of action:

o Distribute the document to all licensed personnel for their i,

information, or o

Develop a summary of the document for timely distribution to all 1

licensed personnel, or i

o Develop a classroom lesson based on the subject. This classroom lesson is then scheduled during the normal requalification cycle, or o

Determine that no action is required, i

Use of one or a combination of the above methods by the Training Department ensures that the operators of TMI-2 are apprised of pertinent procedure, document, equipment, and system changes in a timely and efficient manner.
