In accordance with 10 CFR 50.54(p)(2), Georgia Power Company (GPC) hereby submits, as the enclosure, a report of changes made to the Physical Security Plan and the Security Training and Qualification Plan for Plant Hatch Units 1 and 2.
These changes fall in':s two categories:
- 1) clarifying changes, the need for which has been eluciaated by recent NRC inspections; and, 2) changes to conform with new regulations.
In accordance with the requirements of 10 CFR 50.54(p), GPC has determined that the changes do not decrease the safeguards effectiveness of the plan.
Changes 5, 8 and 9, as described in the Enclosure, are necessary for implementation of the 10 CFR 73.55 Hiscellaneous Amendments and Search Requirements published on August 4,1986 (51 FR 27817 and 51 FR 27822).
NRC Generic Letter 87-08, dated May 11,
- 1987, provided conflicting guidance relative to the manner in which the change should be submitted to the NRC.
It is our understanding that several utilities have submitted similar changes under 10 CFR 50.54(p).
Because the changes do not represent a decrease in the safeguards effectiveness of the plan, GPC is submitting the changes pursuant to the provisions of 10 CFR 50.54(p).
Accordingly, these changes have been implemented in the plant.
The information contained in the enclosure is safeguards information, and, in accordance with 10 CFR 73.21, should not be placed in the public document room.
