PILGRIM STATUS REPORT FOR THE PERIOD SEPTEMBER 10 - 23, 1988 Enclosed is the Pilgrim bi weekly status report from the NRC Resident Office at Pilgrim. Three resident inspectors and a project engineer monitored activ-ities at the plant during the report period. On September 8,1988 a full com-mittee meeting of the NRC's Advisory Committee on Reactor Safeguards (ACRS) was held in Rockville, Maryland to discuss the proposed restart of the Pilgrim plant. The ACRS issued its recommendation to the Commission on the proposed Pilgrim plant restart in a letter dated September 14, 1988. A copy of the meeting transcription will be available for public review at the Local Public Document Room and at Libraries in the towns in the immediate vicinity of the plant.

The Pilgrim bi-weekly status report is intended to provide NRC management and the public with an overvicw of plant activities and NRC inspection activities.

Subsequent inspection reports will address many of these topics in more detail.

ENCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD SEPTJhdER 10-23, 1988 1.0 Plant Status As of 8:00 a.m. on September 23, 1988, the reactor was in the cold shut-down mode with moderator temperature about 96 degrees Fahrenheit.

2.0 Facility Operations Summary The plant has been shutdown fer maintenance and to make program improve-ments since April 12, 1986. The reactor core was completely defueled on February 13, 1987 to facilitate extensive maintenance and modification of plant equipment. The licensee completed fuel reload on October 14, 1987. -

Reinsta11ation of the reactor vessel internal components and the vessel head was followed by completion of the reactor vessel hydrostatic test.

The primary containment integrated leak rate test was also completed dur-ing the week of December 21, 1987. During this period, the licensee per-formed routine maintenance and surveillance tests.

3.0 Items of Special Interest ACRS Full Committee Meeting i A full committee meeting of the Nuclear Regulatory Commission's Advisory Committee on Reactor Safeguards (ACRS) was held on September 8,1988, in Rockville, Maryland to discuss the proposed restart of the Pilgrim Nuclear -

Power Plant in Massachusetts.

The ACRS recommendation to the Commission on the proposed restart of the  !

Pilgrim plant was issued on September 14, 1988. The ACRS identified two areas requiring future NRC attention, including how the licensee satisfies the station blackout rule and, as a generic issue for many plants, the use of the hardened vent for relieving possible torus overpressure during a severe accident. Additionally, the ACRS recommended that before startup is approved, a clearly defined program for early correction of the inade-quacies identified in the emergency plan by the Federal Emergency Manage-ment Agency be available and approved by the NRC staf f. The ACRS con-cluded that, subject to these comments, restart of the Pilgrim plant will not lead to undue risk to the public health and safety, ,

The ACRS is a statutory committee established to advise the Commission on the safety aspects of proposed and existing nuclear facilities and the ,

adequacy of proposed reactor safety standards and to perform such other 1 duties as the Commission may request. i i

Enci'osure 2 Receipt of Keys On September 9, 1988, the resident inspector received a ring containing seven keys that had been delivered to a post office box and accompanied by a letter stating that the keys belonged to the Pilgrim plant. This issue will be covered in detail in the next inspection report, 50-293/

88-31. Thusfar, it has been determined that the keys are not plant security, high radiation or operations keys.

. Scheduled Public Meeting On September 29, 1988, a public meeting will be held in Plymouth, Massachusetts to discuss the proposed restart of the Pilgrim plant. The NRC staff will be prepared to discuss with officials and the public the findings of the recent Integrated Assessment Team Inspection (IATI),

recent Systematic Assessment of Licensee Performance report and the NRC staff resteri recommendation. Copies of the NRC Restart Assessment Panel's Restart Readiness Assessment Report will be available at the meet-ing. Copies of the IATI and SALP reports have been sent to the Local Public Document Roem and to Libraries in the towns in the immediate vicinity of the plant. The NRC has issued a meeting notice in local news-papers, and members of the public will be permitted to make five-minute statements to the NRC staff.

Scheduled NRC Commission Meeting On October 14, 1988, the NRC Commissioners will meet in Rockville, Maryland, to review the status of, and possibly vote on the restart of, the Pilgrim plant.

Enclosure 3 Two region-based specialist inspectors were on-site during the weak of September 12, 1988, to review the licensee's corrective actions on previous electrical inspection findings. In addition, a region-based reactor engineer and the NRR project engineer for the Pilgrim plant were on-site during the week of September 19, 1988 to assist the resident inspectors. The results of these inspection activities will be documented in NRC inspection reports 50-293/88-32 and 50-293/88-31, respectively.
