REPLY TO NOTICE OF VIOLATION On March 25, 1988, I attended an Enforcement Conference, the purpose of which was to review my conduct prior to the March 31, 1987 Shutdown Order of Peach Bottom Atomic Power Station's Units 2 and 3.

On August 9, 1988, I received a Notice of Violation, classified at Severity Level III, and a Proposed Imposition of Civil Penalty in the amount of $500.00.

In accordance with the directions issued by James M. Taylcr, Deputy Executive Director for Regional operations, I am presenting this reply, both admitting *.he charges and outlining the reasons why I violated my Reactor Operator's License.

As I acknowledged at the Enforcement Conference, I would put my feet up, particularly on the 11:00 p.m. to 7:00 a.m.

I saw others appearing inattentive and engaging in distracting activities, yet I did nothing to correct the situation.

My conduct was in direct violation of Peach Bottom Administrative Procedure A-7, particularly paragraphs 7.1.7 and 7.1.8 which required that I be alert and attentive to instrumentation and refrain from engaging in distracting activities.

After the Shutdown Order, I decidet that being a Control Room operator was not the correct job for me.

I just did not have the desire to remain in the Control Room.

I declined the re-training that was offered to me by Phila-delphia Electric Company, and I asked my employer to use my y

PECo has already used me to help with training at the simulator, to impress upon the operators the level of responsibility that their job entails.

I tell them face to face that they must use and follow procedures to the letter.

I also tell them that if they see a procedural violation they are the ones to stop it and report it.

This responsibility lies with each operator and with each of us who understands how important procedural compliance is to the health and safety of the public.

Currently, I have been asked to help re-writo procedures.

I am sure I was selected for this job because I am so outspoken about the fact that procedures should reflect the best and the safest way to do the job.

To conclude, I firmly believe that I can continue to have a positive influence on the Peach Bottom operators, even though I am outside the Control Room.

I can help the operators by emphasizing just how much responsibility they have, what their license implies, and how they must operate by procedure or not do the job at all.

By continuing to stress what I have learned from my mistakes, I will remain a significant force in preventing this situation from over occurring again.
