NRR OFFICE LETTER NO. 1200 INVOLVEMENT llITH REGIONS, INCLUDING NOTIFICATION OF REACTOR SITE VISITS PURPOSE This office letter establishes guidelines for the staff to use when comunicating with the Regions and, in particular, when planning travel to licensed facilities.
This office letter also establishes the steps to be followed in notifying the Region of official travel by NRR staff to the Region and to licensed activities within the Region.
This letter supersedes NRR Office Letter 15, "Visits to Nuclear Reactor Sites" (11/5/82); NRR Office Letter 37, "NRR Comunications with Regional Offices" (4/2/82); IE Office Procedure 0101, "IE Visits to Licensed Facilities" (9/1/82);
and IE Procedure 0151, "Notification of IE Travel to/Within Region" (6/1/82).
OBJECTIVES The objectives of this office letter are to ensure that (1) Actions betwee.n the NRR staff and the Regional staff are coordinated (2) A uniform procedure exists for handling site visits (3) A uniform procedure exists for arranging onsite meetings with licensees (4) The appropriate Regional personnel are aware of planned NRR meetings that concern nuclear power plants within the Region and of official travel to meetings or conferences with licensees and with State and local officials.
RESPONSIBILITIES AND AUTHORITIES All NRR staff are responsible for adhering to this proteoure.
The Project Manager (PM) is the central point of contact for scheduling, organ-izing, and coordinating these planned NRR meetings concerning facilities within the Region.

All NRR Employees MAY 2 41m The inspection team leader is the central point of contact for scheduling, organizing, and coordinating NRR inspections to facilities within the Region.
The NRR Division Directors are responsible for determining the need for NRR team inspections.
BASIC REQUIREMENTS NRR site visits will generally fall into one of two categories:
(1) meetings, audits and team inspections to examine one or more areas of operation and siteactivitiesinsupportofplant-specificlicensingactions,or(2) team inspections to support Regional activities.
Determining the Need for Site Visits Licensing Site Visits: The PM, in coordination with the technical reviewer (s),
determines the need for site visits to support ongoing licensing activities.
The need for site visits is based on either the reviewer's or PM's needs to examine equipment and documents at the site and to talk with plant personnel.
The sched-ule for visiting a site will be determined by the PM in consultation with the applicant or licensee and must be consistent with the schedule for completing the licensing activity.
NRR Inspection Site Visits: The appropriate NRR Division Director, in coordination with Re]ional counterparts, determines the need for team inspections to support regional activities.
General:
For inspections to support Regional activities, all NRR staff members planning to travel to a reactor site shall determine if the purpose of the travel permits flexibility in selecting the facility to be visited.
If the facility to be visited is not predetermined by the purpose of the travel (e.g., the staff member has the option to select any PWR in operation or any BWR under construction),
then the staff member should choose to visit a facility that has not recently been visited by other staff members.
The staff member would confirm that his or her choice has not been recently visited when discussing the site visit with the PM.
The PM will ensure that there are no schedular conflicts.
Comunications Preceding Visits Except in those cases requiring a prompt event-related response, planned site visits or travel by NRR personnel within the Region that directly involves Regional personnel or licensed activities within the Region should be coordinated with the Regional staff at least two weeks in advance of the planned date of arriva!.
Notification of NRR inspections within the Region, whether they involve Regional personnel or not, should be in the Headquarters Daily Report about 1-2 days before the travel, unless a prom)t event-related response precludes this. NRR site visits by the PM and/or tecinical staff to support licensing activity need not be included in the Headquarters Daily Report.

All NRR Employees MAY 2 41933 Project Manager's and Inspecti_on Team Leader's Roles The PM should be aware of significant licensee meetings or visits and major items of regulatory interest involving the facility to which the PM is assigned.
This may take ) lace via formal and informal comunications with the licensee, Regions, or otler NRC Offices.
Coordination of NRR site visits and meetings with licensees and applicants in support of ongoing licensing activities shall be managed by the NRR PM. Coor-dit:ation of NRR inspections shall be managed by the NRR team leader. NRR person-nel and NRR contractors shall not independently arrang1 site visits and meetings.
The PM shall inform the Regional Project Section Chief about NRR plans for a site visit or meeting.
Likewise, the team loader shall inform the Regionai Project Section Chief of NRR plans for an inspection.
The PM or team leader will identify the nature of the visit, meeting, or inspection and the NRR personnel to be Jn-volved. The Regional Project Section Chief should identify an NMSS visit, INPO evaluation, or Regional inspection activity) y conflicts (e.g.,
at this time.
In-formal comunications between the PM and the Resident Inspector or the team leadet and Resident Inspector regarding visits, meetings, inspectior.s, and licensee activities are encouraged to ensure that no conflicts, exist with other planned meetings.
The PM will prepare the appropriate meeting notifications. Meeting notices are not required for (1) inspections or (2) site visits that only involve plant tours and not meetings; however, if a meeting takes place at the site in conjunction with the visit, a meeting notice is required.
When NRR is arranging details of a visit, the following informat h shall be provided to the NRR PM or team leader:
1.
The names of individuals who wish to enter the facility; 2.
The individuals' citizenship, affiliation, and (if a classified visit is requested) the type of security clearance; 3.
The specific reason for the trip and the reason for choosing the specific site; 4.
The nature and degree of any sponsorship by NRC or another government agency, and reason for sponsorship; J
5.
A proposed itinerary for the visit to the nuclear facility (dates, times, requests for tours, discussions, etc.);
6.
The individuals' site access training status.
Visits by NRR Contractors (Consultants)
ArrangementsforNRRcontractor(consultant) visit.,toorinspectionsatreactor sites will bi made by the PM or the inspection team leader, as appropriate.
Such contractors should normally be accompanied to the site visit, inspection, J
or meeting by a representative of the responsible technical branch or the PM.
If contractors are going to be on site for an extended period (i.e., two weeks),
It may be appropriate to accompany them only on the first and last few days of their visit. Contractors shall not be required or peimitted to establish or interpret NRC policy during site visits or while participating in NRC meetings, i

Arrangements for operator licensing examinations which are under Headquarters responsibility are normally made directly with the utility by the Operator Licensing Branch (0LB). OLB should inform the Pfi of scheduled exam visits so the PM can inform the Region. This may also be done by CLB transmitting a copy of the letter scheduling the exam to the PM and the Regional Project Section Chief.
Visits by Foreign Nationals The Office of Governmental and Public Affairs, International Programs (GPA/IP) is the NRC point of contact for requests by foreigners (wi.i or without the sponsorship of NRC b'r another Federal agency) to tour nuclear reactor facilities.
NRR personnel who receive a request on behalf of a foreign national must refer the requestor to GPA/IP. GPA/IP is responsible for determining whether the visit is "official" and whether it would be in the best interest of HRC and the U.S. Government for the visit to take place.
If the visit is official, and in the best interest of NRC and the U.S. Government, GPA/IP will contact the Regional Office to arrange for the visit.
If another U.S. Government agency, local embassy, or another party is arranging details of a foreign visit itinerary, and a licensee simply asks for NRC "acknowledgement or non-objection" of the visit, GPA/IP will be responsible for writing an appropriate letter to the utility with NRR concurrence.
Visits by Comissioners Arrangements for site visits by Comissioners will be made by the Office of the Comission (OCM) and coordinated with the Region and Resident Inspector.
The appropriate Technical Assistant will normally notify the Pli of the visit and the itinerary and may ask for specific information related to licensing activities for the facility in support of the visit.
The Region will be responsible for preparing background information papers in support of Comission travel to licensee sites.
The Region is responsible for identifying to NRR, NMSS, and AE0D when input to background papers will be required. The PM is the point of contact for providing NRR input to the background information papers.
Further discussion of background information papers for Comission travel to licensee sites is provided in the enclosure.
This information should be provided promptly, since response time to a request from the Regioni can be 1
expected to be short. The PM should not participate in these visits ui ass specifically requested by the Comissioner's staff to do so. The Region and the Resident Inspector will generally have lead responsibility for tour and meeting arrangements.
Other Visitors NRC sponsored visits by visitors other than those already discussed will normally be hardled by the Region.
NRR personnel who receive visit requests that are un-related to the scope of NRR responsibility should refer the caller to the appro-priate Region. Depending on the affiliation of the visitor, the Regin should i

The Region should advise the responsible PM of the visit and identify any need i
for assistance from NRR.
Visitors who are not sponsored by NRC will normally contact the licensee directly to arrange their visit.
Other Comunication With Regional Offices Candid communication between NRR and Regional persor.nel is necessary and important.
Information exchange involving routine discussion of plant construction or operating status is normally conducted by telephone and is usually informal in nature, so no written followup is required.
For this category of comunication NRR staff members may interact directly with their counterparts in the Region.
For a plant-specific question or interpretation raised by NRR technical staff and directed to the Regional technical staff, NRR staff should contact the PM who will contact the appropriate Regionci staff, either the Division of Reactor Pro-jects or other technical staff.
Conversely, such questions initiated by the Ragional technical staff should generally be directed to the PM.
If an imediate answer is required (such as during an ongoing inspection) and the PM is unavailable, the NRR technical staff should subsequently inform the Pit of the issue discussed, whether the issue was raised by NRR or the Region.

Frequent, effective comunications between PMs and Resider 4 Inspectors are encour-1 aged.
If Regional management participation in meetings or site visits is antici-pated or requested, the responsible Region Reactor Project Section Chief should be contacted and comunication should be coordinated through the Division of Reactor Projects as appropriate.
Resource-or policy-related information exchange includes requests by NRR for assistance or information requiring the comitment of significant resources by Resident Inspectors or Regional staff; commitment of a Region to critical schedular milestones; and the establishment of new policies or procedures or new interpretations of establithed policies. This class of comunication must come from the Director, NRR, to the Regional Administrator, and copies should be sent to the ED0 and Deputy Executive Director for Regional Operations.
Regional requests for NRR technical assistance are normally initiated through telephone communication.
If the issue cannot be resolved by a telephone con-ference, the Region should address a memorandum to the NRR Assistant Director responsible for the project of concern. All requests should state the plant name, nature of the request, d0te of the preliminary conference call, partici-pants involved, and due date.
Incoming requests will be assigned a Task Interface Agreement number and will be tracked by the Technical Assistant to the responsible Assistant Director.
The PM for the project of concern will have primary responsibility for completing the request.
