REPLY TO NOTICE OF VIOLATION On May 17, 1988, I participated in an Enforcement Conference, where I stated that I had violated Administra-tive Procedure A-7.
Although I had relinquished my senior reactor operator's license in March of 1987, I had committed violations of A-7, while I was still licensed.
On August 9, 1988, I was notified that my conduct would be classified as a Severity Level II violation, and that I would be assessed an $800.00 civil penalty, if I admitted the violation charged.
As directed by the Notice of Violation I received, I have admitted the violation, provided the reasons for it below, and I have enclosed the civil penalty of $800.00.
Prior to March of 1987, while I was a licensed shift supervisor at Peach Bottom Atomic Power Station, I did at times read non-job related materials while I was on duty, and I would relax in my chair, with my feet up on the corner of my desk.
I often remained in this position while surveying the Control Room.
I would also let my attention wander from my duties, for short periods of time.
I permitted those under my supervision to read and to relax on shift.
Furthermore, I saw an individual play a computer game and I did not stop him or report his actions.
During the time I engaged in this conduct, and those under my supervision engaged in similar acts, I was aware that we were violating Administrative Procedure A-7, which demanded attentive behavior and a Control Room free of distractions.

I had become frustrated over the years in trying to deal with Management and I just stopped caring about what I looked like and what my operators looked like.
Although it took me a long time to realize it, my behavior generated a great deal of internal stress.
As I became more sloppy in my duties, I grew increasingly uncom-fortable with myself.
Rather than work to change the system that caused me so much frustration, I decided to remove myself from it, by relinquishing my license prior to the date the Shutdown Order was issued.
Currently, I am working outside the main power block, attending to "outside" operating equipment such as the water and sewage treatment plants.
Although I did not receive formal re-training from Philadelrhia Electric Company, I did devote a lot of time to analyzing why I let myself, the public and the NRC down.
I understand now that I must never let my opinion of a situation interfere with my duties, or allow me to excuse behavior that falls below the standard demanded of me.
Although I am not licensed, I must still comply with all Plant rules both by setting a good example and by reporting conduct which breaks those rules.
I was not summoned to an Enforcement Conference, apparently because I had turned in my license.
I requested a conference because I feel I needed to formally face up to what I had done.
Admitting to the NRC that I failed will help me to finally put the stress this caused me behind me, and motivate me to continue in a worthwhile position in this industry.
