SAFETY EVALUATION OF BEAVER VALLEY POWER STATION, UNIT NO.1 (BVPS-1),10-YEAR INSERVICE INSPECTION (ISI) RELIEF REQUEST (TAC NO. MA1337)

Dear Mr. Cross:

By letter dated March 25,1998, Duquesne Light Company (DLC) submitted a request for relief (RR-1-TYP-2-B5.40-1, Rev. 0) from the ISI requirements of Section XI of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code) for the Second 10-Year Interval of Beaver Valley Power Station, Unit No.1. The U.S. Nuclear Regulatory Commission (NRC) staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL), has reviewed and evaluated this request. As described in l the enclosed safety evaluation (SE), the staff adopts the INEEL conclusions and recommendations in the technicalletter report, which is attached to the SE. The staff concluded that complete examination coverage to the extent required by the Code is impractical for certain inservice examinations of the Pressurizer Nozzle to Safe End Welds, as detailed in the relief request, at the Beaver Valley Power Station, Unit No.1. Furthermore, the staff concluded that -

DLC's proposed altemative provides reasonable assurance of structuralintegrity. Therefore, pursuant to 10 CFR 50.55a(g)(6)(i), DLC's request for relief is granted, and the attemative imposed, for the current interval. The relief granted is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee thct could result if the requirements were imposed on the facility.
