Dear Mr. Pierson:

In accordance witi. JSEC's commitments in our April 15,1998 letter (see the reference), the purpose of this letter is to provide the monthly update on the progress of the installation of the seismic upgrtde modifications to Buildings C-331 and C-335.

An update on the progress of the C-331 and C-335 seismic modifications was provided to the NRC t

in the October 1,1998 NRC/USEC Senior Management meeting. As discussed in that meeting.

USEC has determined that the seismic upgrades to these buildings cannot be completed by June 30, 1999 as required in the current version of Issue 2 of DOE /ORO-2026, " Plan for Achieving

Compliance With NRC Regulations at the Paducah Gaseous DitTusion Plant" (the Compliance Plan).

Construction activities in the buildings have proven to be substantially more difficult than originally anticipated. In numerous physical locations, a significantly greater than expected effort has been required to remove and relocate interferences, remove existing steel, and install the new steel. These unanticipated difficulties, coupled with the reduced worker productivity experienced in the high heat conditions of the process buildings, are expected to more than double the original estimated cost of the project and will result in corresponding delays in the overall constmction schedule.

As discussed in the October 1,1998 meeting, USEC and our consultants are evaluating the overall project to determine if more etlicient design and/or work methods can be implemented. A status of our evaluations will be provided to the NRC by October 28,1998.
