Since its last Living Schedule submittal on August 12,1985 (RJR 85-397), the District has underoone several forced outages requiring significant demands on its resources. Attachment 2 provides a belef sumpury of changes between the August (Rev. 00) and this (Rev. 01) Living Schedule. Significant changes include:
Accelerating the impicmentation of portions of the EFIC modification (MOD 001) in Cycle 8 (shown as Phase 1).
The deferral and delay of a number of projects to accommodate the EFIC modifications and other work identified as a result of the forced outages.
The re-evaluation of MOD 102 to determine if evaporation ponds are a viable alternative to the current method of removing waste from Rancho Seco.
Accelerating the implementation of Reg. Guide 1.97 modifications (MOD 11$) for those items originally identified in the District September 1984 report (RJR 84-402), except for seismic CRT's for the SPDS.
The District has also committed to include six new items as a result of an NRC request for information in August 1985. One of the new items will be completed in Cycle 0, while the remaining newly identified five items will be completed by Cycle 9.
The addition of seventeen modifications (both betterments and commitments).

. Revision 01 February 27, 1986 SACRAMENTO MUNICIPAL UTILITY DISTRICT LIVING SCHEDULE CHANGES FOR RANCHO SECO MODIFICATIONS The following is an update of the August 12, 1985, Revision 00 submittal of the Rancho Seco Living Schedule to the NRC.
The tentative Cycle 8, 9, and 10 refueling outage start dates and durations are as follows:
April 1, 1987 (120 days)
Cycle 8 Cycle'9 December 1,1988 (90 days)
Cycle 10 September 15, 1990 (90 days)
The cutoff date for engineering to be complete for Cycle 8 Outage modifications has been changed to January 1,1987.
This reconciliation of the Living Schedule deletes items shown as " complete" or " cancelled" in Revision 00.
This reconciliation also includes all modifications which are new, as well as those which have had an actual change in their. schedule duration, if not caused by a change in outage dates.
A two-month extension has been added to each modification tied to outage completion, represented by a dotted line.
This two-month period allows for paperwork closure.
H00 001 - EMERGENCY FEE 0 WATER INITIATION AND CONTROL TYPE: SMUD COMMITMENT The schedule shows the activity split into two phases; the first phase (see SMUD to NRC letters RJR 86-27 dated 1/17/86 and RJR 86-83, dated 3/3/86) to be complete by the end of the Cycle 8 Outage, and the second phase to be complete by the end of the Cycle 9 Outage.
MOD 002 - INADEQUATE CORE COOLING - RV LEVEL TYPE: ORDER The modification type has been changed on the schedule from "Comitment" to
" Order" to correctly show the source of the modification (NUREG 0737; II.F.2; NRC Order, 10 December 1982, Docket 50-312).
-MOD 005 - RETENTION BASIN RADM0NITORS TYPE: BETTERMENT Work on this portion of modification 005, originally scheduled to be complete by the end of December 1985, has been extended to June 1986 due to late strainers delivery and higher priorities during the present unplanned outage.

m Living Schedule Changes Revision 01 February 27, 1986 MOD 005 - SPENT FUEL P0OL RADM0NITORS TYPE: BETTERMENT Work on this portion of modification 005 has been deferred from the planned 1986 workload due to District resource limitations and requirements to accomplish higher priority work (e.g. MOD 001 - EFIC, MOD 115 - Reg. Guide 1.97 Implementation). A new modification will be written to implement this work after the Cycle 8 Outage.
MOD 018 - CRITICAL CLASS II LOAD UPGRADING TYPE: BETTERMENT The study and possible modification have been deferred from the planned 1986 workload due to District resource limitations and requirements to accomplish higher priority work (e.g. MOD 001 - EFIC, MOD 115 - Reg. Guide 1.97 Implementation).
MOD 038 -INTERIM ONSITE STORAGE BUILDING TYPE: BETTERMENT This schedule reflects the forecast for work completion by a contractor, and some late revisions to the work scope, as.well as priority constraints due to unscheduled outages.- The completion date is now June 1986 instead of October 1985.
MOD 043 - CATHODIC PROTECTION TYPE: BETTERMENT Work on this modification has been deferred from the planned 1986 workload due to District resource limitations and requirements to accomplish higher
- priority work (e.g. MOD 001 - EFIC, MOD 115 - Reg. Guide 1.97 Implementation). This work has been given a high priority for implementation during mid-1987.
MOD 044 - REACTOR INTERNALS BOLTING UPGRADE TYPE: BETTERMENT This modification is now depicted as two line items to clarify the ongoing work. The bolting upgrade, if determined necessary by analysis, will take place during the ten-year ISI which is outside the five-year window shown on the Rancho Seco Living Schedule, Revision 01.
MOD 045 - SITE DOMESTIC WATER UPGRADE
- TYPE: BETTERMENT Work on this modification has been deferred from the planned 1986 workload due to District resource limitations and requirements to accomplish higher priority work (e.g. MOD 001 - EFIC, MOD 115 - Reg. Guide 1.97 Implementation).
l Living Schedule Changes Revision 01 February 25, 1986 MOD 064 - SECURITY MODIFICATIONS TYPE: SMUD COMMITMENT Work on this modification, originally scheduled to be complete by the end of November 1985, has been extended to April 1986 due to unscheduled outages during 1985 and early 1986.
MOD 074 - SEWAGE TREATMENT UPGRADE TYPE: NON-NRC REGULATORY The system became operational on December 1, 1985.
MOD 088 - CONTROL ROOM DESIGN REVIEW (STUDY)
TYPE: NRC ORDER The study report was submitted to the NRC on December 27, 1985 as committed. The modification will not be closed until the NRC comments on the report and the District responds to the comments. Completion is expected by the end of 1986.
MOD 099 - S3A2 & S3B2 FUSE REPLACEMENT TYPE: BETTERMENT Previously scheduled for completion by the end of the Cycle 8 refueling outage, now scheduled for completion by the end of the Cycle 9 refueling outage. This modification has been deferred from the planned 1986 workload due to District resource limitations and requirements to accomplish higher priority work (e.g. MOD 001 - EFIC, MOD 115 - Reg. Guide 1.97 Implementation).
MOD 102 - APPENDIX "I" LIQUID EFFLUENT DISCHARGE TYPE: SMUD COMMITMENT Resources for 1986 have been committed to reevaluate the alternatives concerning offsite liquid discharge.
The District will continue in its present " throwaway resin" mode until a final decision is reached.
MOD 103 - AUXILIARY B0ILER CHEMICAL ADDITION SYSTEM TYPE:
BETTERMENT The completion date for this modification has been extended from November 1985 to June 1986 due to resources committed to unscheduled outages.

' MOD 106 - RCP SNUBBER OPTIMIZATION TYPE: -BETTERMENT This' modification has been limited in scope to only include the RCP snubbers. The " potential work" item shown during the Cycle 9 outage reflects the possibility of changing out only the snubbers on two RCP pumps
.in the Cycle 8 outage and deferring the other two until the Cycle 9 outage.
The balance of the plant snubbers will be proposed as future work.
MOD 107 - RANCHO SECO TECHNICAL CENTER TYPE: BETTERMENT The title for. MOD 107 has been changed from " Nuclear Engineering / Training / Simulator Building" to." Rancho Seco Technical Center"
- to more accurately portray the work.. The building is currently scheduled for completion in June of 1988.
MOD 111 - FIRE PROTECTION RE-EVALUATION' TYPE:.SMUD COMITMENT The' completion.of this modification, originally extended until November 1985, was extended to April 1986 in order to meet additional.NRC consnitments made during the NRC Appendix "R". audit.'
MOD 115 - REG. GUIDE 1.97 IMPLEMENTATION TYPE:.SMUD COMMITMENT The District's Reg. Guide 1.97 submittal dated September 14, 1984 (RJR 84-402) committed to complete Reg. Guide 1.97 modifications by Cycle 9.
The District has revised this schedule and will now complete the modifications listed in the submittal. by Cycle 8 except for seismic qualification of the SPDS CRTS, which is now shown as a distinct line item. Delivery of the SPDS CRTS 'is not expected until after Cycle 8. -
An NRC letter dated August 11, 1985 requested additional information on eleven items. Based on this, the District agreed to add six new items to the Living Schedule. One. item. Quench Tank Temperature, will be completed by Cycle 8.
Based on the Living Schedule, the following will be completed by Cycle 9:

RHR (Decay Heat) Heat Exchanger Outlet Temperature 3)
Pressurizer Heater Status 4)
Containment Atmosphere Temperature 5)
Component Cooling Water Temperature to ESF System These five items are presently in the " Pre-Modification" stage and will eventually have their own modification number.
The Living Schedule will be revised accordingly.
m Living Schedule Changes Attachment'2 Revision 01 February 27, 1986 MOD 119 - REMOVAL OF UPPER DOME AIR CIRCULATORS FROM SFAS TYPE: BETTERMENT The completion of this modification has been deferred from the planned 1986 workload due to District resource limitations and requirements to accomplish higher priority work (e.g. MOD 001 - EFIC,~ MOD 115 - Reg. Guide 1.97 Implementation). Potential work will be completed at the end of the Cycle 9 Outage instead of the Cycle 8 Outage. The District is submitting a proposed License Amendment to remove the Upper Dome Air Circulators from Technical Specification Section 4.5.2.1.B.
MOD 120 - AUTO INITIATION OF RCP SEAL INJECTION TYPE: SMUD COMMITMENT The completion of this modification has been deferred trom the planned 1986 workload due to District resource limitations and requirements to accomplish higher priority work (e.g. MOD 001 - EFIC, MOD 115 - Reg. Guide 1.97 Implementation). The work will be completed at-the end of the Cycle 9 Outage instead of the Cycle 8 Outage.
MOD 122 - REMOVAL OF OBSOLETE RADIATION DOSE RATEz INSTRUMENTATION TYPE: BETTERMENT This work is complete.
MOD 123 - LETDOWN FILTER VALVES TYPE: BETTERMENT Work on modification 123 has been accelerated from the end of the Cycle 9 Outage to the end of the Cycle 8 Outage.
MOD 125 - UPGRADE OF SPENT FUEL P00L COOLING RETURN LINE TO SEISMIC CAT.1 TYPE: SMUD COMMITMENT The completion of this modification has been extended from January 1986 to the end of the Cycle 8 outage. For safety reasons, due to the proximity of the main steam safety relief valves, it has been determined that this work should be done during a refueling outage.
MOD 126 - PASS IMPROVEMENTS TYPE:
BETTERMENT All improvements are expected to be completed as indicated.
MOD 127 - RV CAVITY 00SIMETRY TYPE: SMUD COMMITMENT This modification was previously and erroneously listed as an NRC Order.
Revision 01 to the Living Schedule changes this to a SMUD commitment as described in Babcock and Wilcox Owners' Group Report BAW 1875.
.Living Schedule Changes Revision 01 February 27, 1986 MODIFICATION ADDITIONS TO THE LIVING SCHEDULE The following modifications have been added to the Living Schedule since the Rev. 00 issue dated August 12, 1985.
MOD 113 - TIME DELAY RELAYS TYPE: BETTERMENT This work is underway and is scheduled for completion by the end of the Cycle 8 refueling outage.
Time delay relays will be added for all four diesel generator output breakers to improve plant operation.
MOD 113 - SYNCH CHECK RELAYS TYPE: BETTERMENT The work is scheduled to begin January 1987 and to complete by the end of the Cycle 9 refueling outage.
Synch check relays will be added for all four diesel generator output breakers to improve plant operation.
MOD 129 - LOSS OF DC POWER TYPE: BETTERMENT This work is scheduled to start January 1987 and to complete by the end of the Cycle 9 refueling outage.
This modification will remove loads which are required to function af ter a plant trip from DC Bus "E".
'Only loads required during plant operation will remain on Bus "E".
MOD 130 - MISCELLANE0US PLANT SAFETY LIGHTING TYPE: BETTERMENT Due to maintenance and safety considerations on the NSEB and Auxiliary Building roofs, these areas will be illuminated during 1986. New or additional lighting may be installed in the Turbine Building, Tank Farm, and other areas during 1987.
MOD 131 - TREND / BAILEY RECORDER REPLAr.EMENTS TYPE: BETTERMENT Work is underway with a scheduled completion at the end of the Cycle 8 Outage.
This nodification replaces the three Main Control Room TI Trend Recorders with trend recorders which have color traces, as well as replacing approximately twenty single and dual-pen Bailey recorders. L_

MODIFICATION ADDITIONS TO THE LIVING SCHEDULE (CONTINUED)
MOD 132 - ISOLATION SWITCHES FOR CLASS 1 TRAIN A EQUIPMENT TYPE: SMUD COMITNENT Work is underway with a scheduled completion at the end of the Cycle 8 Outage.
The purpose of this modification is to improve the effectiveness of the alternate shutdown capability in case of fire inside the Control Room.
MOD 133 - ADD REDUNDANCY TO IDADS (STUDY MOD)
TYPE: BETTERMENT i
l The 1986 work is a feasibility study on making the Interim Data Acquisition and Display System (IDADS) into a redundant system. The schedule will be revised to indicate any future modifications-resulting from this study.

Work is underway with a scheduled completion at the end of the Cycle 8 Outage.
This plant modification will consist of the design and installation of a stronger impingement plate at the 2B heater drain dump in the condenser.
The possibility of diverting the water flow away from the condenser tubes will also be investigated.
MOD 135 - NSEB/ AUXILIARY BUILDING R0OF GUARDRAILS TYPE: NON-NRC REGULATORY l'
Work has begun on this modification and completion is scheduled for June 1986.
This modification will provide the NSEB and Auxiliary Building roofs with guardrails in order to comply with OSHA worker safety requirements.
MOD 136 - NSEB FIRE SUPPRESSION IN AREAS 81 AND 82 c
TYPE: COMITMENT Work is underway with completion scheduled for the end of the Cycle 8 outage.
This modification provides for the installation of new photoelectric smoke detectors which will be used with the existing ' ionization detectors for I
cross-zoned detection and automatic fire suppression systems.

TYPE: BETTERMENT Investigation will be made during 1986 of possible ways to protect against switchyard voltage fluctuations.
MOD 138 - CIRCUIT SEPARATION OF NSEB HVAC TRAINS A AND B TYPE: COMMITMENT Work is underway with a scheduled completion at the end of the Cycle 8 Outage.
This modification addresses Appendix "R" to 10CFR50 analysis which identifies that circuits belonging to both trains of HVAC dampers require separation.
MOD 140 - REPLACEMENT OF MSS CHECK VALVES. MSS-051 & 052 TYPE: BETTERMENT Work is underway with a scheduled completion at the end of the Cycle 8 Outage.
This mcdification will support the replacement of valves MSS-051 and MSS-052 with appropriate valves for the required service.
MOD 141 - AUXILIARY STEAM HEADER (ASC) UPGRADES TYPE: BETTERMENT Work is underway with completion scheduled for the end of the Cycle 8 Outage.
This modification will provide a pernanent solution to the overpressurization of the Auxiliary Steam Header.
MOD 142 - CONTROL ROOM MODIFICATIONS TYPE: COMMITMENT Work is underway with completion scheduled for the end of the Cycle 9 Outage. This modification resolves CRDR identified human engineering deficiencies. Due to resource constraints. Control Room modifications will be-spread over both the Cycle 8 and Cycle 9 outages. -
