As requested by your staf f, this letter provides a summary of the September 19, 1988, telephone conversation between K. Connaughton, NRC Senior Resident Inspector and G. Dunn of my staf f regarding the events that led to and occurred during the September 17, 1988 shutdown of the Perry Nuclear Power Plant. With regard to the matters discussed, we understand that:
1.
A special NRC inspection team will arrive at the Perry site on S ep te mbe r 20, 1988, to f ollowup on these events.
2.
We will develop and implement troubleshooting plans to establish the root cause of the recent problems associated with the of fgas system and the condenser low vacuum t ransmit ters. A copy of these plans will be made available for review to members of your inspection team. These plans will include provisions to prevent destruction of materials and retain components removed f rom these systems until review by the inspection team. We have already initiated various steps in the troubleshooting process and will make any known results available to the team upon arrival.
We recognize that low power operation may be necessary to complete our troubleshooting of forts, since complete operation of the steam jet air ejector and of fgas systems are not possible while shutdown.
3.
Althougn troubleshooting of the condenser low vacuum transmitter problem was already underway, the transmitter isolation valves (IN11-P508 B and D) have not been removed f rom the system and no further disturbance will be made until arrival of the inspection team, except as dictated by plant safety.

Concurrence f rom members of your staff will be received prior to making the Perry Nuclear Power Plant Unit 1 critical. As previously discussed with members of your staf f, we entered a five day planned maintenance outage which is currently scheduled for completion on September 23, 1988.
Please let ac know as soon as possible if your understanding of this matter dif fers f rom that set out above.
