Dear Mr. Griffin:

He have reviewed thoroughly the report submitted to the Nuclear Regulatory Commission entitled "Environmental Radiation Monitoring - Pilgrim Nuclear Power Station", which was prepared by the Town of Plymouth Committee on Nuclear Hatters.

He do agree that environmental monitoring is an area of public concern, although we do not agree with some of the conclusions reached by the Committee, and we have identified some factual errors.

He cannot address the recommendations for action by the Commonwealth of Massachusetts; however, although we already exceed current requirements for offsite monitoring, we are seriously considering the Committee's recommendations for increased monitoring capability.

If further study shows that increased reliability is required, and we can demonstrate that implementation of specific recommendations made in the report would increase the reliability of the monitoring results, we will initiate a program to identify additional sampling locations.

Thomas Sowdon, Chief Radiological Scientist, is available to meet with the selectmen or the members of the Committee on Nuclear Matters to discuss the environmental monitoring program for the Pilgrim Nuclear Power Station.
