SECY-88-246 - Final Rule on Emercency Plannina and Precar-odness Recuirements for Nuclear Power Plant Fuel Loadina and Initial Low Power Testina The Commission, by a 4-0 vote, approved final changes to 10 CFR 50.47, paragraph (d) of the Commission's rules with editorial comments provided by Commissioner Carr.

The changes reconciled discrepancies between the language of the statement considerations and the language of the Commission's 1982 emergency planning rule, by making clear that systems for notification of the public off site are not required prior to tha issuance of a license for fuel loading and low power testing.

(Subsequently on September 20, 1988, the Secretary signed the rulo and forwarded it to the Federal Register for publication.)

Zech concerning NRC identification of violations and Commissioner Carr concerning modifications to appr yriatn supplements to provide examples of multiple violations) to, among other considerations, provide added incentives for licensees to identify, report, and correct significant violations.
