COMMENTS ON H.R. 7418-1 As we ha.e discussed, attached are our comments on H.R. 7418.

Basically O-these comments bring the program proposed in the Bill into the regulatory

. framework expressed in Part 60 from the very beginning. You should l

recognize'that Part 60 is only a proposed regulation and if included in H.R. 7418, and passed by the Congress, the proposed regulation would become law. The regulation.itself is still open for comment and. change.

We feel it is essential to be specific in our comments on H.R. 7418 because of the. specificity of'the Committee Report of the companion Dill H.R. 6627.

j In the absence of that Committee Report the modifications to H.R. 7418-suggested could have been much more concise.
