The staff of the Millstone Independent Corrective Action Verification Program (ICAVP) Branch of the Office of Nuclear Reactor Regulation has reviewed Revision 4 to Project Procedure (PP) -01, " System Vertical Slice Review" (SVSR) and Revision 4 to Project Instruction (PI) -01, 1

"SVSR implementation Checklists and Workbook," submitted to the NRC on July.14,1998.

Most of the changes to PP-01 were minor editorial corrections or clarifications that directed the process to rely on the licensing basis information for Millstone Unit 2 in conducting the SVSR.

The change made to the depth of the system review were consistent with the directions provided by the staff to incorporate lessons learned from the ICAVP at Millstone Unit 3.

Changes to Parsons' review of training material is consistent with the staff's guidance in this area.

Most of the changes in Revision 4 to PI-01 were also minor editorial corrections or clarifications that directed the process to rely on the licensing basis information for Millstone Unit 2 in conducting the SVSR. The most significant change involved the directions provided for the review of the licensee's Individual Plant Examination for External Events (IPEEE) and Individual Plant Evaluation (IPE). Previously, detailed directions were provided to the reviewers for conducting the IPEEE and IPE reviews. Based on discussions with the NRC technical staff conducting the reviews of the IPEs and IPEEEs, the staff of the ICAVP Branch has determined that your review in this area is not required. The NRC's review of the IPEs and IPEEEs is still ongoing and the IPE and IPEEE address conditions that are beyond the current design and licensing basis requirements for Millstone Unit 2. Therefore, you are requested to delete the reference to the review of the IPE and IPEEE from your audit plan and implementing procedures.

The other major change made to PI-01 was to stop the review of tubing design based on the results of the SVSR conducted on the High Pressure Safety injection (HPSI) system. The HPSI SVSR identifieo programmatic issues with the design of tubing that were documented in a i

discrepancy report (DR) provided to the licensee.- Based on the issuance of the programmatic

\\I DR for tubing design discrepancies, no further review in this area is required by Parsons.
