Chairman Jackson's Comments on SECY 98-168 I approve the Proposed Rulemaking Activity Plan (RAP) presented in SECY 98-168. However, the basis for the termination of two of the rulemakings, NMSS-C5-37 and NMSS-C5-38, which involved issues of particular interest to the Commission, is not well documented. Information provided separately by the EDO's Office appears to support the staff's decision to terminate these two rutemakings. However, in the future, the RAP should independently provide clear statemenh to allow the Commission and others to understand thu.easoning for the staff's intended accons with each rulemaking without the need forsupplementary information.
In addition, I note several minor items that should be corrected:
- 1), NMSS-C5-30 Extremity Dosimetry, Page CV-6. The last line of the section Recommendation to Proceed. indicates that a recommendation to terminate the rulemaking was sent to the Commission for approval on March 19, 1998. This is not a correci representation. A memorandum was sent to the Commission which provided information regarding this issue; however, it was not tracked by SECY and there was no request for Commission approval.

Appendix B, Category IVB and V on Hold / Terminated. To be correct the text "Part 35" should be changed to "Part 36".
