CHANGE IN SAFETY LIMIT MINIMUM CRITICAL POWER RATIO (SLMCPR) l l

The purpose of this letter is to withdraw TS Change No. 377 l

(TS-377) for Unit 1 as requested by NRC in a letter dated September 22, 1998 (TAC No, M95843).

i TVA originally submitted amendment request TS-377 on June 21, 1996, to licenses DPR-33, DPR-52, and DPR-68 to i

revise the custom TS for Units 1, 2,

and 3 to include changes associated with a General Electric 10 CFR Part 21 report related to the methodology for calculating the SLMCPR value in TS.

A clarification to the TS 3.10.C Bases related to fuel i

pool cooling was also submitted in TS-377.

NRC approved the

}

TS-377 SLMCPR changes for Units 2 and 3, and the 3.10.C Bases for all three units on May 7, 1997.

On July 14, 1998, NRC approved TVA's conversion from custom TS to Improved TS (TS-362) for all three BFN units (Amendments 234, 253, and 212).

Hence, since the custom TS are no longer in use, the Unit 1 TS changes previously requested in custom format in TS-377 are no longer needed and are, hereby, requested to be withdrawn.

Additionally, since TVA does not have a firm schedule for the restart of Unit 1 at present, any TS changes needed for Unit 1 associated with J?

SLMCPR will be resubmitted later pending completion of the y )ay '

Unit 1 schedule.
