Trip Report DATE: January 16, 1986 LOCATION: Department of Energy, Albuquerque Operations Office, Albuquerque, NM PURPOSE: Meeting with DOE / TAC /RAC personnel to discuss Shiprock conditional concurrence issues, in particular erosion protection design.

ATTENDEES: NRC DOE TAC RAC D Gillen C Bosiljevac L. Stepp J Williams T. Johnson D. Mann R. Rager J. Thiers F. Davis D. Summers DISCUSSION

1. Shiprock Erosion Protection Design - J. Thiers of the RAC presented responses to NRC's recent comments on this issue. The four comments were transmitted to DOE by letter dated January 13, 1986 (telecopied to Thiers on January 6,1986). Discussion of these responses resulted in the following conclusions:
a. The RAC response to comment No. 1 on shear stresses at channel bonds appears acceptable pending a review of calculations.
b. The RAC response to comment No. 2 on reference to a 1000 year storm is acceptable,
c. The RAC responses to comment No. 3 (erosion of east borrow area i

slopes) and comment No. 4 (overflow and backflow in ditches 01 and D2) need further revisions prior to NRC final review, J. Thiers agreed to express mail these revisions to T. Johnson in the coming week.

d. When NRC has no further problems with the revised design, DOE will incorporate the revisions into a formal RAP modification and submit it for NRC concurrence.
2. Other Shiprock Conditional Concurrence Issues - In view of Mr.

Bosiljevac's recent designation as DOE Project Engineer for Shiprock (replacing Dave Ball), D. Gillen briefed him on the status of the other outstanding Shiprock issues. With respect to the seismotectonic characterization issue, DOE had nothing to add, since infomation had recently been sent to NRC and is presently under NRC review. However,

with respect to the issues on radon barrier design and geohydrologic characterization in the San Juan alluvium, L. Stepp, the TAC Project Manager for Shiprock, indicated the following:

a. The date for DOE's receipt of the results of additional diffusion coefficient testing of the cover material is still 75 days away.
b. DOE's conclusions tased on the results of ground water sampling in the San Juan alluvium are being finalized and will be submitted to the NRC shortly.
