Enclosed please find a request from Edlow International Company for the export of 16.478 kilograms of high-enriched uranium (93.3%) to Romania for use as fuel in the TRIGA III Research Reactor at Pitesti Nuclear Research Center.
Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Non-Proliferaion Act of 1978.

I refer to our recent conversations in connection with the proposed export of Triga fuel elements to Rumania and enclose the required export license application.
You will note that the quantities are identical to those contained in an application (XSNM 00885) submitted in 1976 by GA Technologies Inc. which is still pending with the IGC.
Edlow International transported the fuel elements to the DOE facility at Oak Ridge on behalf of the Rumanian Institute of Nuclear Technologies in 1983, where they have been stored in their original packaging.
Edlow International has been authorised by the Rurr.inian authorities to apply for this license and to make the necessary arrangements to transport the material from the U.S.A. to Bucharest, Rumania, via London.
