This report transmits the findings of the safety inspection conducted by NRC inspectors at

the Calvert Cliffs Nuclear Power Plant from July 19,1998 to September 5,1998.' The

{

enclosed report presents the results of that inspection. At the conclusion of the

!

inspection, these findings were discussed with Mr. Katz and others of your staff.

Overall, the NRC concluded that your facility was operated in a safe manner. During the

!

period, plant operators manually tripped Unit 2 after a steam leak was identified in the

'

turbine building. The manual trip ensured the safety of personnel in the turbine building

and limited damage from the leaking steam. The plant responded to the trip as designed

and there were no complications. Later, during a walkdown in the Unit 2 containment, an

operator identified a small leak of primary coolant from an instrument line on the

pressurizer. The plant was placed in cold shutdown to evaluate and repair the problem.

Identification of the smallleak was an excellent example of problem identification by plant

i

operators.

Our inspectors observed that emergercy preparedness performance was improved over

that nuted in previous inspections. The improved performance of personnel responsible for

. the calculation of offsite radiological dose consequences in simulated emergencies

' indicated that corrective actions from previously identified weaknesses in this area have

been effective.

We appreciate your cooperation. In accordance with 10 CFR 2.790 of the NRC " Rules of

Practice," a copy of this letter and its enclosures will be placed in the NRC Public
