Dear Mr. Theme 11s:

We have reviewed your report of the investigations, conclusions and corrective actions resulting from the moisture control non. compliance identified during our October 1,1985 construction review of the Shiprock site.

Based on this review, we conclude that the RAC's determination to modify the i

moisture specification to a wider range (between 5% below optimum moisture content and 1% above optimum moisture content) is more practical and will not restrict the remedial action from meeting the EPA standards.

Furthermore, we find that the corrective actions that have been implemented are appropriate and l

will help preclude repetition of this problem.
