Enclosed please find an application from Geneial Atomics for a license to export a fission chamber to Colombia for use in the IAN-R1 Research Reactor et Bogota. The value of the item to be exported is $50,000.00.

Please note that the monitor is being purchased by the IAEA fo: use in the reactor.

Before taking action on this license application, we would appreciate your views, in accordance with established procedures, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Non-Proliferation Act of 1978.

Dear Mr. Peterson:

General Atcznics (GA) has a contractual cbligation to ship a neutron flux monitor to the Instituto D E ASUNIOS NUGEARES in Bogata, Colcebia, cn June 4, 1988, thfortunately, as a result of an inadvertent ccrmunicaticn lapse, this was not brought to my attention until yesterday.

Consequently, we urgentiv need your assistance in obtaining the necessary export license as swn as possible.

The neutron flux mcnitor (category 10 CPR 110.8 (a) (8)) is a microprocessor (Z-80 CPU) te. sed systen with a fission chanber as the sensing ccznponent.

'Ihe fission chamber contains less than 3 grams of U-235 (approximately 2.7 grams) end thus can be exported under the general license provided by 10 CPR 110.21 (3).
