e SEP 121988 MEMORANDUM TO FILE:

On August 15, 1988, members r' c.! QC staff met with members of INPS at the INPO offices in Atlanta, Georu;a. Se list of attendees is provided as enclosure 1. The following tv,ic' C re discussed:

1. World Association of Nuclear Operations (WANO)

INPO briefly described the initial conference held October 1987 and that the Soviet Union will host the inaugural meeting in May 1989. INP0 stated that they were in the process of seeking approval from the appropriate federal agencies to enter into agreements and share informa-tion with WANO signatories.

2. Hatch The circumstances with the recent INP0 evaluation and subsequent voluntary shutdown of the facility were discussed. The NRC stated that the action taken by the licensee was prudent and that this kind of action should not be discouraged. NRC stressed the importance of being informed of matters affecting the safe operation of a plant.
3. Third Party Audits A discussion was held of evaluations of a licensee's organization by some-one other than the NRC or the licensee. INPO asked if the NRC had a basis for encouraging or compelling a licensee to undtrtake an independent review of its organization. NRC responded that each situation is handled on a case-by-case basis. Occasionally licensees spontaneously volunteer to undertake such a review and other times may do so at the suggestion of the NRC. The NRC stated that this third party review process was an effective technique for a licensee to determine and correct organizational and management weaknesses that may be outside the NRC's direct regulatory purview but just the same can have an effect on the safe operation of the plant.
4. NRCEmergencyOperatingProcedures(EOP) Inspections The NRC reviewed the status of the ongoing E0P inspection program.
5. INP0 presented a general status of several of their programs including:
a. the review of major outages
b. renewal of accreditation
c. providing special training to prospective nuclear plant managers
d. the Equipment Performance Analysis and Improvement Program , _f h

6. The NRC discussed current team inspection programs and explained the approach of each type of inspection and under what condition each is used. The following types of insoections were included:
a. Safety System Functional Inspection (SSFI)
b. Safety System Outage and Modification Inspection (SS0MI)
c. Operational Safety Team Inspection (OSTI)
d. Diagnostic Evaluation Team (DET)
e. Augmented Inspection Team (AIT)
f. IncidentInvestigationTeam(IIT)
7. Performance indicators (PIs) were discussed. INP0 stated concern that PIs, if overemphasized, could lead to an overreaction on the part of industry personnel to be motivated to improving the PI without primary consideration toward taking the safest and most correct course of action in all cases. The NRC indicated awareness to this concern and agreed to continue the policy of not overemphasizing PIs or directly basing regulatory decisions on them.
