SIMULATION FACILITY PLAN The revised 10CFR55 - Operators' Licenses, requires each facility licensee who propose to use a simulation facility which has been approved for use by the NRC pursuant to 10CFR55.45(b)(1)(1) to submit a plan by which its simulation facility will be developed and by which an application will be submitted for its use. The attached Simulation Facility Plan presents Consumers Power Company's plans to meet the new requirements for the Big Rock Point Plant. This plan will assess the simulation needs for training and testing plant operators and will develop a simulation facility to meet those needs. The guidance presented in the Utility Simulation Facility Group Document, which was developed through discussions with NRC Operator Licensing Branch and formally submitted by letter dated April 4,1988, will be used in the implementation of this plan.

Because of the vintage and size of Big Rock Point, an exact replica plant specific simulator is neither available nor within our means to construct.

However, we recognize with certainty that because even non-plant specific simulators are valuable training tools, we do not want to forfeit their use while attempting to meet the intent of the new requirements.

It is anticipated that it will be necessary for us to continue to modify the non-plant specific simulator (the Dresden Unit) as well as construct and validate other simulator types to satisfy these requirements and provide a useable facility for the testing of operators.

Criteria are established in the plan for the degree of simulation. As the program is more fully developed, if any particular scenario cannot be reasonably or realistically duplicated, a request for relief or exemption, when evaluated against other options, may be filed at that time.

Big Rock Point Plant Simulation Facility Plan May 26, 1988 We are confident that the program will be-effective and be a benefit to the operator training, operator qualification examinations and to the NRC in conducting independent examinations of operators at Big Rock Point. As stated in the plan, an application for use of the Big Rock Point Simulation Facility developed in accordance with this plan will be submitted for NRC review and approval by November 26, 1990 as required by 10CFR50.45(b)(2)(ii).
