EDITORIAL CORRECTIONS TO THE TECHNICAL SPECIFICATIONS HOPE CREEK GENERATING STATION FACILITY OPERATING LICENSE NPF-57 l

DOCKET NO. 50-354 1

The purpose of this letter is to tr 'mit a revised Hope Creek Technical Specification (TS) page, which corrects editorial errors identified by Public Service Electric & Gas (PSE&G) Company. Specifically, this editorial correction removes a minor typographical error and re-establishes Operational Condition 2 applicability requirements for Function 8.b in TS Table 4.3.1.1-1, " Reactor Protection System Instrumenta' ' Surveillance Requirements." The TS Table 4.3.1.1-1 errors were introduced whsn TS Amendment No. 26 was issued by the NRC on June 5,1989. The License Change Request associated with TS Amendment No. 26, sent via PSE&G letters NLR-N89108, dated February 6,1989, and NLR-N89086, dated May 4,1989, did not request, and the corresponding NRC Safety Evaluation did not justify, the

/j removal of Operational Condition 2 requirements for performing surveillances on the Scram Discharge Volume Water Level-High, Level Transmitter / Trip Unit of the Reactor Protection System instrumentation.

Since the NRC has already issued a Safety Evaluation for the changes contained in TS l

Amendment No. 26, PSE&G believes that the corrected TS page transmitted by this 7')op i

letter ocxs not represent a change to the Hope Creek TS, and therefore is not subject to the 100FR50.92 license change process. The revised TS page is being transmitted to the NRC only for the purpose of distributing the correct TS page to the Hope Creek i

TS copy holders.

To facilitate the identification of the editorial errors being corrected by the revised TS page, Attachment 1 of this letter provides a marked-up TS page. Attachment 2 of this letter contains the camera-ready copy of the corrected TS page.
