On March 7,1985 Northern States Power and Westinghouse met with the NRC Staff to discurs the proposed replacement of the Prairie Island reactor vessel upper internals. During that meeting NSP committed to provide the NRC Staff with informational copies of two safety evaluation reports, one addressing the new upper internals design, and the second related to the handling and storage of the old upper internals.

The purpose of this letter is to provide the proprietary version of the reactor vessel upper internals safety evaluation dealing with the new upper internals design for the information of the NRC Staff. The non-proprietary version of this safety evaluation and the safety evaluation dealing with the handling and storage of the old upper internals will submitted separately.

Enclosed are ten copies of WCAP-11066, " Prairie Island Unit 1 Reactor Vessel Upper Internals Replacement Safety Evaluation" (Proprietary). Also enclosed is Westinghouse authorization letter CAW-86-020 and accompanying affidavits.

This report contains information proprietary to Westinghouse Electric Corporation as supported by the affidavit signed by Westinghouse, owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commissions regulations.
