REPORT 50-254/98009(DRP); 50-265/98009(DRP))

Dear Mr. Kingsley:

This will acknowledge receipt of your letter dated August 21,1998, in response to our letter

- dated July 2,1998, transmitting a Notice'of Violation associated with Inspection

Report 50-254/98009(DRP); 50-265/98009(DRP), We have reviewed your corrective actions

and will examine the results of these actions during future inspections.

Following our review of Attachments B and G of your response, which dealt with instrument

accuracy and corrective actions, some additional questions remained. Our questions relate to

the adequacy of corrective actions for closure of Vulnerability Assessment Team issues, and to

the adequacy of the 1992 corporate Nuclear Engineering Design setpoint reconciliation in light

of the' August 27,1991, NED calculation NED-I-EIC-0038. We also wish to discuss Comed's

setpoint methodology as it relates to NUREG 0138, * Staff Discussion of Fifteen Technics

_Iseues Listed in Attachments to Nove , oer 3,1976, Memorandum from Director, NRR to MC

Staff"; and the specific Technical Specifications setpoints you committed to resolve by

March 31,1999. The Quad Cities Resident inspectors will contact the Quad Cities staff for

further discussion of these issues and will provide further evaluation based on the information

- provided.
