From August 24 to August 28,1998, a team from the U.S. Nuclear Regulatory Commission's

(NRC's) Office of Nuclear Reactor Regulation, in accordance with guidelines outlined in SECY-

97-003, " Millstone Restart Review Process," evaluated the Employee Concerns Program (ECP)

and the Safety-Conscious Work Environment (SCWE) at Millstone. Information obtained during

NRC's onsite monitoring of ECP and SCWE activit.es,information presented at periodic

meetings between Northeast Nuclear Energy Company (NNECO), Little Harbor Consultants

(LHC), and the NRC, and the staffs review of NNECO-documented material were also used for j

the evaluation. This evaluation was a part of NRC's ongoing effort to assess the effectiveness i

of your programs; this evaluation will aise play an important part in the NRC's comideration for

terminating the October 24,1996, Order at Millstone.

Generally, the team found that the ECP organization continues to possess the independence, 1

resources, and manageraent support necessary to perform thorough, unbiased investigations. cD

The ECP continues to function well. The working relationship between the ECP and Human

Resources (HR) organizations continues to be effective. During the team's evaluation, the role

of the Employee Concerns Oversight Panel (ECOP) was being redefined and ECOP was

scheduled to be reorganized shortly. The team evaluated the SCWE and found that NNECO

,

continues to improve the SCWE at Millstone. The overwhelming majority of employees are l

willing to raise concerns, and of those who have used the ECP, only a relatively few stated they

would not use the program again. Management has shown it is willing and capable of

immediately becoming involved to resolve problems and concerns as they arise, indicating that

i the programs are working. ,

During a public exit meeting ponducted September 22,1998, the team recognized the

continued improvements and' sustained performance related to the ECP and SCWE at

Millstone; however, the team noted eight issues of concern that will be the focus of another

evaluation scheduled for the week of October 26,1998:

1. ECP: The team will continue to monitor recently developing issues within the ECP

organization.

2. ECP and HR Inter The team will continue to monitor the plans for and the ability of

HR to assume some of the ECP work load, as outlined in NNECO's Transition Plan.

3.

ECOP: The team will evaluate ECOP's new role to assess its effectiveness and to

review how some of the ECOP functions will be incorporated within the SCWE and HR

functions.

4. SCWE Long-Range Plan: The team will continue to monitor the transition of the SCWE

from a recovery organization to an operating organization.

5. Recent Change in the Position of the Vice-President (VP) of Human Services: The team

will continue to monitor the effect of the transition to a new VP-Human Services on the

organization's effectiveness.

6. Pending Management Reorganization: The team noted that a lot of thought has been

given to the pending reorganization and to acquiring professional assistance in the

formulation of the reorganization. However, the team was concemed that the

employees had not yet been informed of the planned reorganization. Given the reaction

of employees to previous substantial personnel reductions, the team felt that the

licensee's efforts in this area required additional monitoring.

7. Oversight of the SCWE: The team noted that plans for oversight of the SCWE to replace

the role of the third-party oversight organization had not yet been developed and

required future NRC review,

.

8. SCWE Training Program: The team noted that the SCWE training program has

continued to opcate satisfactorily since the last evaluation. However, long-term plans

for the SCWE tr aining program had yet to be finalized which the team felt required

additional monitoring.
