SUBJECT: NRC INSPECTION REPORT 50-382/98-14 AND NOTICE OF VIOLATION :

Dear Mr. Dugger:

' From July 26 through September 5,1998, an inspection was conducted at your'Waterford
Steam Electric Station, Unit 3 reactor facility. The enclosed report presents the scope and
results of that inspection.
During this inspection, three violations of NRC requirements were identified. The first violation
involved the failure to start and load the emergency diesel generators to ensure their availability

following the issuance of a hurricane warning. The second violation concerned the failure to
'
' develop an adequate procedure to maintain the functionality of the floor and equipment drain
systems.~ The third violation involved the failure to maintain a vital area portal door in the
closed, locked, and alarmed condition.
. These violations are cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violations are described in detail in the enclosed report. We noted that your
staff initiated adequate corrective actions to address the second and third violations described
above. While these violations are cited in the enclosed Notice, we have determined that these
actions satisfy the intent of 10 CFR 2.201 and therefore, no further response is required.
Please note that you are required to respond to this letter with regards to the first violation and
should follow the instructions specified in the enclosed Notice when preparing your response.

The NRC will use your response, in part, to determine whether further enforcement action is

necessary to ensure compliance with regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosure (s), and your response will be placed in the NRC Public Document Room (PDR).
